The Startup India Seed Fund Scheme (SISFS) is the government's ₹945 crore programme designed to fund the stage most startups fail at — after the idea, before the product is proven enough for angel investors or banks to take an interest. Up to ₹20 lakh as a non-repayable grant for proof of concept, and up to ₹50 lakh as debt or convertible debentures for market entry, all channelled through DPIIT-empanelled incubators rather than paid directly by the government. This post covers exactly how to claim it — the eligibility, the documents, the real review process, and one honest caveat worth knowing before you start.
A straight answer on timing, before anything else. Based on the most recent government update available, the application window for new startups under the current SISFS cycle closed on 31 May 2026, with incubators completing their selections by 30 June 2026. Disbursements to already-selected startups are continuing. Scheme cycles reopen periodically, and individual incubators sometimes run their own calls even between national cycles — so confirm current status directly on seedfund.startupindia.gov.in before assuming the window is open or closed. Everything below remains accurate and worth preparing in advance, whether the window reopens next month or later.
Eligibility, in Full
DPIIT recognition
Mandatory prerequisite. If you do not have this yet, see our guides on what DPIIT recognition unlocks and how to apply for it.
Age and entity type
Incorporated not more than two years before the date of application, as a Private Limited Company, LLP, or registered Partnership Firm. This cutoff is applied strictly — if your incorporation date makes you exactly two years old next week, apply now, not next week.
Indian promoter shareholding
Indian promoters must hold more than 51% shareholding in the entity at the time of application.
Prior government funding limit
The startup should not have received more than ₹10 lakh in prior support from other government schemes. Private angel or VC funding does not count against this limit — disclosing it can actually strengthen your application, since it demonstrates external validation.
Innovation and scalability
The same substantive test applied at DPIIT recognition — a genuine product or service idea with market potential, not a restated business plan with no real innovation behind it.
How the Money Actually Reaches You
SISFS does not write cheques directly to startups. DPIIT empanels incubators that meet strict criteria — at least 3 years old, legally registered, with functional physical infrastructure and a track record of supporting startups — and allocates up to ₹5 crore to each empanelled incubator. That incubator then runs its own selection process and disburses the grant or debt component to the startups it selects, in milestone-linked tranches rather than a single lump sum.
How to Apply, Step by Step
Step 1 — Confirm DPIIT recognition is in place
This has to exist before you apply for seed funding — it is checked as a hard eligibility gate, not something you can complete in parallel.
Step 2 — Choose up to three incubators
Through the seed fund portal, select up to three DPIIT-empanelled incubators, ranked by preference. Each incubator has its own sector and stage focus — applying to more than one improves your odds of a genuine match, not just your odds generally.
Step 3 — Submit the application with documents
Complete the application form and upload the required documents, covered in full below, for each incubator you are applying to.
Step 4 — Evaluation by the incubator's committee
Each incubator's Expert Advisory Committee (sometimes called an Incubator Seed Management Committee) reviews the application, typically within 45 days, and may call founders in for a presentation before making a decision.
Step 5 — Selection and milestone-linked disbursement
If selected, the incubator disburses funds against agreed milestones rather than as a single payment — each tranche is released once the previous milestone is demonstrated.
Documents to Prepare
| Document | Notes |
|---|---|
| DPIIT recognition certificate | Mandatory, verified against the DPIIT database |
| Certificate of Incorporation | Confirms entity type and incorporation date for the age cutoff |
| Pitch deck | Problem, solution, market, traction, team |
| Business plan | Detailed version behind the pitch deck's summary |
| Founder KYC | Aadhaar and PAN for all founders |
| Revenue model and financial projections | Realistic, not aspirational — committees check this against the pitch deck's claims |
| Shareholding pattern | To verify the 51% Indian promoter shareholding requirement |

- Disbursement delays are common, and usually avoidable. A meaningful share of approved disbursements run past the standard SLA after selection, almost always over utilisation certificate format issues or incomplete milestone documentation — not the funding decision itself. Get the UC format right the first time.
- Sole-founder startups are eligible, but committees often ask about co-founder hiring plans, treating a single founder as a real risk factor worth addressing directly in your pitch rather than avoiding.
- LLPs are eligible, but the convertible debenture component (the ₹50 lakh tier) is structured differently for an LLP than a Pvt Ltd — sometimes as a restructured sweat-equity loan, sometimes requiring conversion to a Pvt Ltd before the second tranche. Worth clarifying with the incubator before assuming the standard structure applies.
- The grant portion carries no equity dilution and no repayment obligation — the ₹20 lakh proof-of-concept component is genuinely non-repayable, which is not true of every "grant" labelled programme in this space.
Frequently Asked Questions
Once You Are Funded
Milestone-linked disbursement means the finance function does not stop mattering once you are selected — utilisation certificates, milestone documentation, and clean books are what keep the next tranche moving on schedule. See our guides on DPIIT benefits and the Zoho startup credit programme for the other government and resource-partner benefits your recognition already qualifies you for.
